HEALTHeLINK acknowledged in new Commonwealth Fund Study highlighting WNY successes

The Commonwealth Fund recently published case studies of three U.S. regions, including Western New York, that ranked relatively high on The Commonwealth Fund's Scorecard on Local Health System Performance, 2012. Enabling statewide EHR with SHIN-NY

Earlier this spring, the New York State Legislature voted to support New York's electronic health records system - known as the Statewide Health Information Network of New York (the SHIN-NY). The final New York State Fiscal Year 2014-15 budget includes $55 million in state funding for the SHIN-NY, which will go towards building an innovative, public network in New York designed to give doctors and patients instant access to their complete health records, anywhere and anytime. With this funding, New York will be the first large state in the country to build a public network of interconnected electronic health records of this kind. HEALTHeLINK is proud to be part of the SHIN-NY.

Syndromic surveillance reporting service to NYSDOH

In partnership with the New York State Department of Health (NYSDOH), HEALTHeLINK recently launched an automated syndromic surveillance reporting service for its hospital partners. Jones Memorial Hospital in Wellsville became the first facility to submit its syndromic surveillance data to NYSDOH via this method. This project is the result of a Health Care Efficiency and Affordability Law (HEAL)-supported initiative to enhance the SHIN-NY for electronic information exchange between RHIOs and NYSDOH. HEALTHeLINK is continuing to implement this functionality at its other participating hospitals.

"New York State has made an unprecedented investment in our statewide infrastructure and collaborative governance efforts to enable widespread, interoperable health information exchange," said Shannon Kinnear, director of programs for Division of Health IT Transformation, NYSDOH. "Leveraging these existing connections between hospitals and RHIOs provides an additional return-on-investment by improving the quality, timeliness and efficiency of public health reporting, providing the opportunity to mobilize public health investigation and response capabilities prior to disease and outbreak confirmation."

Syndromic surveillance reporting is just one of four public health use cases currently being implemented between HEALTHeLINK and NYSDOH. Other use cases include the ability for a provider to submit immunizations administered, request a child's immunization history, and for hospitals to report newborn bloodspot screening information to NYSDOH's Wadsworth Lab and receive lab screening results electronically. 

Restated Participation Agreement

To account for the recent industry and regulatory changes to health information exchanges at both the state and federal levels, and to ensure compliance with all future applicable laws, regulations and amendments, HEALTHeLINK has adopted a restated Participation Agreement. In addition to incorporating substantive updates to the Participation Agreement itself, HEALTHeLINK has also modified the format to align with the now common industry practice of shortening the Participation Agreement document itself, and setting forth the general terms in a separate "Terms and Conditions" document.

In order to ensure your continued participation with HEALTHeLINK, we will need to have a signed restated Participation Agreement from all current HEALTHeLINK participants. This restated version will replace the current Participation Agreement, which has been in place since 2007. If you are a current participant, you will receive an email from HEALTHeLINK within the coming weeks that contains the restated Participation Agreement, Terms and Conditions, and Business Associate Agreement (BAA). Please take a few minutes to review, sign, and return the restated Participation Agreement and BAA to HEALTHeLINK. A countersigned copy will be returned upon receipt. All HEALTHeLINK participants will be required to sign the restated Participation Agreement by September 23.

Bertrand Chaffee Hospital joins HEALTHeLINK

Bertrand Chaffee Hospital in Springville is the latest hospital to join HEALTHeLINK. Bertrand Chaffee providers are now able to securely access and share patient health information electronically with other treating health care providers throughout the region to help improve the quality of care and enhance patient safety.

"HEALTHeLINK and its connection to our primary care practice's electronic medical record enables the secure online patient portal for our patients to become more active participants in their health care." said Dr. Edwin Heidelberger, vice president of medical affairs for Bertrand Chaffee Hospital and a physician with the Bertrand Chaffee Hospital Primary Care Center.
